Superspar sny self gras ná klagtes

DIE lang gras, wat menige stapper en drawwer se oefenroetine sedert einde verlede jaar pootjie, is uiteindelik iets van die verlede.

Nie net was dié hoë gras in Da Gamaweg ’n hindernisbaan vir diegene nie, maar dit het ook inwoners en vakansiegangers behoorlik die harnas in gejaag.

Die eienaar van SuperSpar in Jeffreysbaai, JP Venter, het verlede Dinsdag self ingespring en die gras op die sypaadjies in Da Gamaweg laat sny omdat die munisipalteit nie daarby uitkom nie.

Volgens Venter het die munisipaliteit die gras verlede jaar November laas gesny.

Venter het twee van sy getroue werkers, Elliot Bhadi en Johannes Niwa, toegerus met ’n industriële grassnyer en randsnyer, en die twee sal nou op ’n gereelde basis die gras in Da Gamaweg sny. Klik hier om verder te lees.

Council approves draft budget

THE Council yesterday approved a draft operating budget of just more than R517 million for 2012/2013 at a meeting in Jeffreys Bay.

This is R48,5-million or 10% more than the 2011/2012 adjustment bud-get of R468,5-million. The new financial year starts in July.

Kouga Executive Mayor Booi Koerat was applauded by the Council for giving a frank account of the municipality’s financial position before tabling the draft budget.

“When we came into Council last year, I don’t believe any of us had an idea of the dire financial situation facing the municipality. There were serious cash-flow problems due to, among other things, declining collection rates and historic expenditure patterns,” he reported to Council,” said Koerat.

“Over the past ten months we have started doing things smarter. A full financial recovery plan is in place and we are already seeing positive results.” Click here to read more.

Geen wysigings aan Grondwet?

Die Minister in die Presidensie, Trevor Manuel, sê Suid-Afrikaners behoort nooit veranderings en wysigings aan die Grondwet te vrees nie.

Hy het in Soweto gesê 'n lid van die ANC se Nasionale Uitvoerende Komitee, Cyril Ramaphosa, het onlangs 'n belangrike punt gemaak toe hy gesê het die Grondwet is veilig.

Die DA se Jeugvleuel het vroeër die week 'n sitstaking by Konstitusie-heuwel in Johannesburg gehou, en 'n plakkaat onthul waarop die Grondwet verbrand word. Klik hier om plakkaat te besigtig.

Volgens die DA se Jeugleier, Makashule Gana, was die sitstaking en plakkaat daarop gemik om die huidige bedreigings teen die Grondwet uit te lig.

Voorafbetaalde elektrisiteitsmeters vir die Kouga?

PRETORIA  - The City of Tshwane will soon introduce a by-law to make prepaid electricity meter box compulsory for all residents, Executive Mayor Sputla Ramokgopa said in Pretoria yesterday.

With the prepaid electricity boxes, the city wants to clampdown on residents who do not pay for  services by blocking defaulters’ cards from buying units of electricity.

The city also intends to tackle the problem of the billing system, overcome loss of revenue and secure its financial position.

In his State of the City address, Ramokgopa said the prepaid initiative  will be launched during the 2012/13 Medium-Term Revenue Expenditure Framework.

“It entails a full roll-out of prepaid electricity meters throughout the city.

For the first time ever a South African whisky has taken the title of World's Best Blended Whisky at the annual Whisky Magazine’s World Whisky Awards. The Three Ships 5- year-old impressed the judges to such an extent that they awarded it the overall award in the Blended Whisky category at the annual selection of the very best whiskies internationally.

More than 300 whiskies were tasted blind in three intensive rounds by an independent panel of judges that included some of the foremost whisky palates internationally. Click here to read more.

Criticism in a healthy democracy

One of the local DA councillors recently accused the writer of this report of “attempts to undermine” the DA. Moreover, he said that these efforts “only serve to strengthen the ANC.”


It is difficult to understand how on earth mild criticism of the Kouga DA for not effectively communicating with its supporters, can destabilise their opposition of the local ANC.

Perhaps the councillor should to take note of what Prof. Brian Martin of the University of Wollongong, Australia, has to say about protest/criticism in a liberal democracy: “Groups have various ways to limit the effectiveness of challengers, including promoting a narrow conception of 'acceptable protest'. Far from destabilising democracy, protest has been instrumental in forcing the introduction of most of the freedoms that now exist in liberal democracies.” Click here to read more.

To coin a phrase, therefore, criticism/protest is the lifeblood of a healthy democracy. The councillor and his cohort appear to be caught in a time warp. Their mind-set is disturbingly similar to that which prevailed in the bad old days of National Party rule. Remember when dissenters were demonized, harassed by the security police, thrown into jail or worse?

Council set to approve wind farm?

Monique Basson reported in the Kouga Express of 22 March 2012 that the Kouga Municipality’s standing committee on Infrastructure Planning and Development has approved a rezoning application for the development of a R2 billion wind farm at Oyster Bay. Click here to read a previous report in this regard.

The issue is expected to be discussed at a council meeting on 29 March 2012. If approved, work on the wind farm will commence soon.

It is significant that a senior and widely respected DA councillor, Ben Rheeder, has made it known that his ward, which comprises St. Francis Bay, Kromme River, Sea Vista and Cape St. Francis, supports the venture. It almost certainly means that the Kouga DA approves as well.

Rheeder’s statement is also noteworthy in another respect: it is the third time in as many weeks that a DA councillor has been quoted in the local media. Does it mean that the Kouga DA is relaxing its apparent reluctance to communicate with its constituents? Click here to read a previous report in this regard.

What did the local DA get up to this week?

In view of the failure of the bigwigs of the local DA to communicate efficiently with the people who voted them into office and who pay their salaries, those who populate the DA peanut gallery have little choice but to rely on the good old rumour mill to churn out snatches of news about the stuff our public representatives are getting up to on their behalf.

According to the grapevine, the DA caucus attended a workshop somewhat pompously designated as the Performance Development and Management System for Councillors. Would it be too much to hope that communication formed part of the deliberations?

Further sessions were dedicated to the Integrated Development Plan (IDP).

The Municipal Systems Act describes an IDP as follows: “An integrated development plan must align the resources and capacity of the municipality with the implementation of the plan. Integrated development plans form the policy framework and general basis on which annual municipal budgets must be based.

It seems that the ensuing document will be made available for public comment by the end of March 2012.

Aanslag teen Zille in DA

Municipality to decide over wind farm

AS protest over the much-opposed wind farm gather pace, the Kouga Municipality is set to decide whether this controversial project must receive the green light.

The Kouga Municipality’s Standing Committee on Infrastructure Planning and Development will meet today to consider the application from Red Cap Kouga Wind Farm to rezone the areas on which the wind farm’s turbines will be erected near Oyster Bay.

And even if the municipality approves the application from Red Cap, it is clear that the developers of the R2 billion planned wind farm can expect some heavy weather from irate residents.

Fundamental to the opposition to this project is the sensitive nature of the environment in which it is to be erected.

Others are concerned about “visual pollution”, but the dairy farmers of the region look forward to the extra power that the wind turbines will generate.

The Red Cap Kouga wind farm project at Oyster Bay in the Eastern Cape is expected to go into operation during the second quarter of 2014 and inject in excess of R250 million into projects that will directly benefit members of historically disadvantaged communities in the region.

The wind farm, which in December 2011 was named as one of the preferred bidders in the Government’s independent power producer procurement programme, will generate 80MW of power and the first phase will consist of 32 turbines close to Oyster Bay.

Besides generating clean and renewable energy, the wind farm project will directly benefit local communities through the Red Cap Kouga Community Development Trust - a broad-based ownership scheme, which will ultimately hold a 26% shareholding in the project company funded through a R120-million Industrial Development Corporation loan.

“The Trust will participate in the revenue stream earned from the sale of electricity. Over the life of the project this will inject in excess of R250 million into health, welfare, education, local infrastructural and enterprise development projects for the direct benefit of the local community, which includes some of the country’s most historically disadvantaged and economically marginalised citizens,” said Mark Tanton of the 100% South Africa-owned and managed renewable energy developer Red Cap Investments.

Red Cap will also supplement these Trust funded programmes with its own community upliftment projects.

On 19 February Japie Bosch reported in The Courier – Die Kourier that Kouga’s DA councilors do not communicate with their constituents because the DA top management do not trust the political judgement of their less experienced colleagues. Click here to read the full report.

In the past two weeks councillors David Aldendorff (Our Times, 7 March 2012) and Julene Prinsloo (Kouga Express, 15 March 2012) were extensively quoted in the local media.

Does this mean that the Kouga DA has had a change of heart? Dare their supporters hope for better communication from now on?

Aldendorff and Prinsloo were elected to serve on the Kouga Municipal Council for the first time during the May 2011 municipal elections and are therefore relatively junior members.

By the way, both councillors have already deservedly acquired the reputation that they work extremely hard in their respective wards.

Die ANC is in ’n warboel. En hoe meer die ANC ontevrede massas skep, hoe meer dink hy die Grondwet is die probleem. Dit is nie die Grondwet nie, stupid; dit is die mislukking om dienste doeltreffend te lewer, werk te skep en armoede te verminder.

Nog ernstiger is die ANC-beleidsvoorstelle om te peuter met die rol en mag van die provinsies; die vryheid van die howe; landbou en landbouhervorming; die reg op toegang tot inligting en mediavryheid; asook taalregte en die reg op onderwys in die taal van jou keuse.

Dit is ernstige inmenging, en die publiek moet hierdie dokumente lees en teenstaan, want die duiwel lê in die detail. Klik hier om verder te lees.

Munisipaliteite moet fyn sny vir kragtarief

Munisipaliteite sal sukkel om die styging in munisipale kragtariewe tot 11,03% te beperk. Die Nasionale Energiereguleerder (Nersa) se somme is te konserwatief, sê die munisipale konsultant adv. Werner Zybrands.

Nersa het verlede week bekend gemaak dat die gemiddelde styging in elektrisiteitstariewe nie meer 25,9% is soos vroeër goedgekeur nie, maar 16%. Die verhoging van die prys waarteen Eskom krag aan munisipaliteite verkoop, is dus hersien van 26,06% tot 13,5%.Nersa het ’n riglyn vir munisipaliteite gestel dat hulle die tarief waarteen hulle die krag aan verbruikers herverkoop, nie met meer as 11,03% mag verhoog nie.

Munisipaliteite moet steeds elkeen by Nersa aansoek doen om die goedkeuring van hul nuwe kragtariewe. Dié wat afwyk van die riglyn van 11,03%, sal baie mooi moet verduidelik, sê mnr. Charles Hlebela, Nersa-woordvoerder. Hulle sal deeglik moet motiveer waarvoor hulle die ekstra geld nodig het, die geld eenkant moet hou sodat dit nie vir ander goed gebruik word nie en elke ses maande aan Nersa verslag moet doen oor hoe die geld aangewend is.

As die geld nie gebruik word vir dít waarvoor dit goedgekeur is nie, sal dit in die volgende jaar se prysvasstelling teruggeskryf word, wat beteken Nersa sal die “skuldige” munisipaliteit dan ’n kleiner verhoging in kragtariewe toelaat. Klik hier om verder te lees.

Plaaslike herwinningsprojek ‘n riem onder die hart

So dan en wan haal opbouende nuus in Jeffreysbaai die hoofopskrifte van die media.

Soos die meeste positiewe nuus, is dié berigte nie-polities van aard. The Courier – Die Koerier, synde ‘n politieke blog, plaas dit nietemin omdat dit aangrypende nuus is - ongeag ons lesers se politieke voorkeur.

Die Jeffreys Bay Recycling Project is ‘n projek van die Rotaryklub van Jeffreysbaai. Lg. is jare lank reeds bekend vir die uitstekende diens wat hulle aan die gemeenskap lewer.

Die Jeffreys Bay Recycling Project het in Januarie 2011 ontstaan. Die doel daarvan is om kinders te help om hulself te help terwyl hulle die omgewing skoon hou. Die voordele wat dit vir omgewingsbewaring en die opvoeding van die kinders inhou, is voor die hand liggend.

Die kinders van Pellsrus en omgewing versamel bottels, koeldrankblikkies, plastiek en ander herwinbare material. Dit word dan elke Maandag na die herwinningsperseel en ruilwinkel in Pellrsrus geneem. Hier word die rommel geweeg en die kinders ontvang punte wat hulle vir mulas (koeldrankdoppies wat met ‘n hamer platgeslaan is!) kan omruil. ‘n Mula is 'n betaalmiddel wat hulle kan gebruik om goedere in die ruilwinkel te “koop”.

Die ruilwinkel “verkoop” items soos speelgoed, skryfbehoeftes, kinderboeke, klere en basiese kossoorte. Tans benodig hulle veral goeie tweedehandse kinderklere. Die winkel maak staat op skenkings deur plaaslike sake-ondernemings en die gemeenskap van Jeffreysbaai.

Die Jeffreys Bay Recycling Project het reeds verstommende sukses behaal. Volgens hulle webwerf het 2069 kinders die afgelope jaar 82 515 kilogram rommel versamel. Die rommel word gelewer aan Green Guardian wat daarvoor betaal. Die geld word aangewend om winkelvoorraad aan te koop. Dit is genoeg vir omtrent 25% van die voorraad wat benodig word.

Hierdie prysenswaardige projek word deur ‘n dinamiese Jeffreysbaaise Rotariër bestuur. Haar naam is Carina de Flamingh. Sy word deur sowat 20 vrywilligers bygestaan. ANC MP helps herself

An ANC MP helped herself to a bag full of cold drinks and a plate of sandwiches after a portfolio committee meeting in Parliament, according to a report on Friday.

ANC MP and joint defence committee member Pamela Daniels raised her hands in the air and shouted: “I’m crazy about democracy!” after a meeting of the committee was adjourned on Thursday, the Witness reported.

Daniels then took out a plastic shopping bag and started filling it with Appletiser and Grapetiser drinks provided for the committee.

According to the report, Daniels continued shouting “democracy by the people, for the people,” as she filled the plastic bag.

The drinks and bottled water are provided by Parliament for every committee meeting.

Daniels also piled a parliamentary plate high with sandwiches, and wrapped it in plastic that she had brought with her.

“Now lunch is sorted,” she was quoted as saying.

Daniels told the newspaper that the food and drinks had been paid for, so she should be able to take it.

“If the committee meeting is over and the stuff is lying there, why should I leave it?” she was quoted as saying.

Farcical council meeting

THERE is simply no better way to describe last week’s special council meeting than a comedy of errors. It was supposed to have started at 11:00 but began 15 minutes late with everyone congenially greeting each other and even this reporter was bestowed with heartfelt handshakes.

The fun began when before the speaker, Magdalene Dlomo, even had a chance to open the meeting, DA councillor Dave Aldendorff jumped up and questioned why the meeting was not advertised.

After berating him for trying to disrupt the meeting before it could be opened, Dlomo asked councillor Earl Hill to open proceedings with prayer.

Hardly had he uttered “amen” when DA councillor Nico Botha demanded to know, on a point of order and according to the Municipal Act, how the meeting could proceed without it having been advertised. Not to be outdone, ANC councillor Vernon Stuurman immediately retaliated by calling for a five-minute recess to enable them to caucus.

The five minutes, of course, turned into 35 minutes. By now it was almost noon. Eventually the ANC emerged from the caucus room and without further ado, the meeting commenced, or so we thought, because for the next 45 minutes there was a presentation by Altech Netstar on how much good the company could do for the municipality, should their tracking devices be installed in all the municipal vehicles.

Although it was rather entertaining with a very eloquent area manager delivering his spiel with humorous anecdotes, it was to no avail as he was told to contact the municipal manager.

The question is why waste all that precious time? Fruitless!

Needless to say, while all this was happening the councillors became hungry and packets of sweets were passed around.

Then a councillor’s cellphone rang, and after a lengthy conversation, it turned out the caller wanted a word with municipal manager Sidney Fadi as well. So the phone was passed across to where he sits in a prime spot – as his position dictates – facing the chamber.

The meeting eventually got under way two hours later, only to be wrapped up within 30 minutes!

It is astonishing that the actual issues and the main reason for the meeting should take but a fraction of the time spent on shenanigans.
Dlomo, while berating the DA councillors, reminded all present that they (the councillors) are “the chosen first citizens entrusted by the people” and as such, although they do not always see eye to eye, should stop playing petty party politics and start serving the community.

As the speaker of Cacadu, Deon de Vos, was present, I do believe this was said for his benefit. I wonder what he made of our council’s jesting on the day?

HELEN Zille last rode a bicycle 50 years ago when she travelled to primary school in Johannesburg. Today the Western Cape premier, who turned 61 on Friday, joins about 35000 cyclists to tackle the gruelling 35th Cape Argus Pick n Pay Cycle Tour.

 

But fellow cyclists need not be concerned about a special blue light brigade for Zille. "I tried to get a blue light for my bike but couldn't. So now I'm sticking to conventional red and yellow lights," she quipped.


Zille will cycle 30km of the official 109km route to Simonstown in a team representing the SA Institute for Drug-Free Sport, alongside Sport and Recreation Minister Fikile Mbalula, activist Zackie Achmat, former Bafana Bafana player Mark Fish and TV personality Vanessa Haywood. [Mbalula and Zille are likely to disagree vehemently on political issues. DASO achieves historic win at the University of Pretoria

Eskom-tariefverhogings beperk

Die bestuurshoof van Eskom Brian Dames het die versekering gegee dat Eskom se werksverrigting nie deur laer inkomste vanjaar gekortwiek sal word nie. Sy verklaring volg nadat die energiereguleerder Nersa gesê het Eskom se tariefverhogings vir die 2012/2013 boekjaar is tot 16% beperk nadat dit vroeër op 25,9% goedgekeur is. Dames sê Eskom se finansiële en bedryfsposisie is gesond genoeg om met die 16 persent verhoging te kan funksioneer. Nersa het die tariefverhoging gister aangekondig.

Eskom is allerweë gekritiseer dat sy hoë prysstygings grootliks bygedra het tot hoër inflasie. Die Reserwebank se inflasieteiken van drie tot ses persent is in November oorskry en ontleders verwag dat die inflasiekoers vanjaar hoër as die teiken sal bly. Eskom sal sy volgende aansoek vir toekomstige prysstygings teen die middel van vanjaar indien.

Het raadslede uitgestap?

Nabetragting is nodig oor die uitstappery van vyf van die ses teenwoordige DA-raadslede by die algemene jaarvergadering (AJV) van die Jeffreysbaaise Inwonersvereniging op 22 Februarie 2012 in die Newtonsaal.

Raadslede Nico Botha, Mercia Ungerer, Danny Benson, Brenton Williams en Henda Thiart het die vergadering saam met DA-politikus Elza van Lingen  verlaat pas nadat sy ‘n toespraak gelewer het.  Net raadslid Dave Aldendorff  het agtergebly.

Met verwysing daarna het Trevor Watkins, voormalige voorsitter van die vereniging, op die vereniging se blog snedig geskryf dat dit nie “n nuwe of ongewone gebeurtenis is nie”.

Hiermee het hy waarskynlik verwys na die geleenthede waartydens die DA-raadslede in Kouga tydens raadsvergaderings uitgestap het.  Waar elders het hulle dit al gedoen?

Die twee geleenthede kan nie mekaar vergelyk word nie.

Uitstappery by raadsvergaderings is al donkiejare ‘n verskynsel by die opposisie om hul sterkste vorm protes teen ‘n voorstel van die regerende party te kenne te gee.

By die AJV was daar ander redes.  Wat kon daardie redes wees?  Gedagtig aan gebeure in die jongste verlede was dit myns insiens die volgende:
·    Solidariteit met Van Lingen, omdat sy die DA-leier in die Nasionale Raad van Provinsies is en glo spesiaal net vir die AJV na Jeffreysbaai gereis het.  Hulle het soos kuikens onder Moeder Hen se vlerke gaan inkruip om ‘n bietjie van haar liefde te kry.  Was Van Lingen nie daar nie, sou min van hulle waarskynlik by die AJV opgedaag het.
·    Minagting van die inwonersvereniging, omdat hulle (die vereniging) die DA-raadslede tot verantwoording roep.  Dit is die vereniging se eie skuld, omdat hy dit op ‘n rigiede wyse doen.
·    ‘n Vrees vir vrae van die gehoor.  In dié verband is die vrae (stellings?) van die gehoor al te dikwels onregverdig.  Die DA regeer nie Kouga nie en kan nie die flaters in die munisipaliteit regstel nie, maar die gehoor haal hul frustrasies met skerp woordgebruik op die opposie-raadslede uit.  Die ander kant van die saak is dat van die DA verwag word om baie duidelike standpunte te stel en hul planne van optrede moet verduidelik.  Hieraan is daar ‘n gebrek.  Dit frustreer ‘n gehoor net so baie.
·    'n Mens kan nie help om te wonder of die gehoor van sowat 100 altemit te klein vir dié “belangrike” mense was nie.

Raadslid Dave Aldendorff het vanoggend verduidelik waarom hy nie die AJV verlaat het nie.  Op navraag het hy in ‘n e-pos geskryf:  Daar is niks sinister oor die raadslede wat die vergadering verlaat het, nadat Elza klaar (gepraat) het nie. Na afloop daarvan het die voorsitter haar bedank en haar verskoon, omdat hy met die vergadering wou voortgaan.  Sy het vertrek en die ander raadslede wat nie lede van die JBRA het gevolg. Ek is ‘n ten volle opbetaalde lid (van die vereniging) en daarom het ek agtergebly”.
